1) em quase todas as circunstâncias, as ameaças têm actualmente uma vertente interna e outra externa. Assim, em consequência delas dificilmente se poderem distinguir em ameaças internas e ameaças externas, entendemos que as ameaças à segurança interna são essencialmente uma questão das forças e serviços de segurança, mas não estritamente, tal como a concretização de uma ameaça externa não constitui estritamente uma questão militar;

Don't Let Copyright Trolls Steal Our Property Rights! Next week, the U.S. Supreme Court will decide whether you have the right to sell your stuff on eBay. Do you really own the smartphone or computer you’re using to read this? If you sold your books, would you be breaking the law? A federal court in New York says you would be, even if you legally paid for and bought them.

It's unbelievable, but trademark and copyright holders are trying to use a legal loophole to take away your right to sell things that you own. The mainstream media is starting to catch on, with the Wall Street Journal just running an article headlined, "YOUR RIGHT TO RESELL YOUR OWN STUFF IS IN PERIL".

Which newspaper has the slowest website? Though, based purely on the stats from the tests, the Telegraph is the slowest newspaper site of the nine I've looked at here, it isn't noticeably slower to use than any other site here. In fact, I would nominate the Independent as the slowest site, as it is visiibly slow, and you can't scroll down and read articles until the various ad elements have finished loading. The stats say that the fastest site is the Guardian, which scored 83 on Google's test, and loads (fully) in just over 11 seconds.

New Devices, Platforms Spur More News Consumption: A PEJ survey of more than 3,000 adults also finds that the reputation or brand of a news organization, a very traditional idea, is the most important factor in determining where consumers go for news, and that is even truer on mobile devices than on laptops or desktops. Indeed, despite the explosion in social media use through the likes of Facebook and Twitter, recommendations from friends are not a major factor yet in steering news consumption.

Ten (at least) Ways That Putting Social Media At The Heart of The Newsroom Improves Public Service Service Journalism: But despite all the new technology, every journalist using social media must stick to very old values: accuracy, fact checking, balanced and impartial reporting and simply picking up the phone to ask: “Is it true?”

Today, people read feeds of their friends/followees activities, interests, thoughts, and links on sites like Twitter, Facebook, Pinterest, and Tumblr, i.e. the new media institutions. Now, you may follow Daily Dish or Krugman on Twitter but that's not quite the same as reading the sites

Deterrence of fraud with EU funds through investigative journalism in EU-27: Threats and intimidation do occur within the EU-27, though, as IPI wrote: ‘Scandals erupted in Portugal, France and Slovakia when governments sought to obtain mobile telephone data to determine the identities of journalists’ sources, while in the United Kingdom the ongoing News of the World phone hacking scandal raised fears of a push for increased government regulation.’

Portugal
Portugal has only known a free press since the Carnation Revolution of April 25, 1974, when the dictatorship was ousted. For several decades after that, investigative reporting boomed, according to a 2005 study. Parts of the media were nationalized and party-affiliated, but there were so many media outlets that different voices could be heard and audiences were eager and enormous.

As in many countries, the Portuguese media over the last years have felt the impact of the financial crisis, with advertising losses, downsizing of print circulation, and declining readership. Still, despite its small language area within the EU, Portugal has six main national newspapers, four dailies and four weeklies. One national newspaper was created in the midst of the economic crisis: i newspaper, with its magazine style front page and a thriving website was launched in May 2009.

Six large media groups control most of the news outlets in the country, all of them with, to at least some extent, foreign-held capital. Most widely read are the dailies Jornal de Notícias, Diário de Notícias and Correio da Manhã, and the weekly Expresso.

There are around 300 local and regional private radio stations; Radio Renascença, which is run by the Catholic Church, has the highest audience. Commercial networks SIC and TVI have been making gains in audience (though not automatically financially) in recent years, providing serious competition for the government-funded public broadcasting channels RTP1 and RTP2.

According to the new government (coalition PSD/CDS) one of the public TV channels will be sold to the private sector before the end of 2012. The state also partly owns press agency Lusa, which is transforming itself into a multimedia news agency, and seven radio stations.

Investigative reporting is lacking in most of the general media, according to contributors to this report. There is no journalists’ association providing training or networking, the only center specifically aiming at media training (CENJOR) teaches journalism classes, but not resulting in a larger investigative output yet. ‘In a country where institutions do not work there is no reason journalism would be the exception, obviously’, said one of the respondents to the study.

Occasional investigative work has a national scope, with the exception of individual journalists contributing to investigative cooperatives as the International Consortium of Investigative Journalists ICIJ.

According to Freedom House, ‘Portugal passed an access to information law in 2003, which is in effect in addition to the 1993 Law of Access to Administrative Documents’. But Wobbing.eu found no proof of active use of FOI laws. Contributors to this report seldom notice use of documents as a tool for building proof in (investigative) stories. ‘The Law and the institution (CADA) created to allow access to administrative documents exist, but the opacity remains a reality.

Most public institutions refuse to disclose even innocuous documents. The cult of secrecy is a reality still today,’ one reporter remarked. Also, the law allows anyone the right of denial of a report, which the press has to publish, even if the basis of the denial is sketchy.

Portugal slightly moved up on the Reporters Sans Frontières Press Freedom Index 2011-2012, from 40th to 33rd position, therewith breaking a downward trend and showing that an economic crisis doesn’t automatically mean infringement on press freedom, as is the case in Greece. But due to strong political affiliation of media owners and editors in chief, there is doubt about true independence amongst critical journalists.

Votem no Rei!

Almost 2,400 Millionaires Pocketed Unemployment Benefits: Almost 2,400 people who received unemployment insurance in 2009 lived in households with annual incomes of $1 million or more, according to the Congressional Research Service.
The report was released after about 1.1 million people exhausted their jobless benefits during the second quarter of 2012, when more than 4.6 million filed initial unemployment claims. Eliminating those payments to high earners is one idea being considered as U.S. lawmakers struggle to curb a projected $1.1 trillion deficit for the fiscal year that ended Sept. 30, with the nationwide jobless rate at 8.1 percent.

Governos só ficam preocupados quando há fome?

Can Riots Be Predicted? Experts Watch Food Prices: can food prices actually help predict when social unrest is likely to break out?
Yes, say a group of researchers who use mathematical modeling to describe how food prices behave. Earlier this summer, their model had predicted that the U.S. drought would push corn and wheat prices high enough to spark social unrest in other parts of the world.
"Now, of course, we do see this happening," says Yaneer Bar-Yam of the New England Complex Systems Institute in Cambridge, Mass. And unless those food prices come down, the researchers warned last week, more waves of riots are coming.
Obviously, there are complex social reasons why people riot.

Quem a certificou? Quem a auditou? Quem são os credores? E devemos de quê? O que comprámos? O que pedimos emprestado? Em que condições? Quando? Quem pediu? Quem recebeu?

1) divulgação da contabilidade analítica que foi entregue à troika para se atingir o valor de 78 mil milhões de dívida;

2) divulgação detalhada das dívidas e encargos municipais, até porque com as eleições autárquicas em 2013 elas podem servir de arma de arremesso político entre candidatos, com vantagens para quem tem acesso a essa informação;
