O fim da solidariedade europeia ou o término do "turismo dos benefícios" sociais?

Da decisão do Tribunal de Justiça Europeu, sobre a proposta alemã de expulsar imigrantes desempregados: The Advocate General recalls that EU law authorises EU citizens and their family members to reside in a Member State other than that of which they are nationals for a period of three months, as long as they do not become an unreasonable burden on the social assistance system of the host Member State. Where such persons wish to remain for more than three months, they must have sufficient resources in order not to become a burden on the social assistance system of the host Member State. It necessarily follows that there may be unequal treatment in respect of the granting of social assistance benefits between nationals of the host Member State and other EU citizens.According to Advocate General Wathelet, legislation which excludes from basic provision benefits people who come to Germany solely in order to benefit from the German social assistance scheme, rather than seeking to integrate themselves into the labour market, is consistent, with the EU legislature’s intention. Such exclusion serves to prevent persons who exercise their freedom of movement with no intention of integration becoming a burden on the social assistance system. It is also consistent with the latitude granted to the Member States in that regard. In other words, it helps to prevent abuse and a certain form of ‘benefit tourism’.

The Advocate General observes, in addition, that the criterion adopted by Germany (namely, where the sole reason for entering German territory is to seek employment or obtain social assistance) is capable of demonstrating the absence of a genuine link with the territory of the host Member State and a failure to integrate that State. That criterion helps to ensure the economic viability of the scheme without jeopardising its financial equilibrium. The German legislation therefore pursues a legitimate objective, as the Court of Justice requires. Moreover, the Advocate General takes the view that the criterion chosen appears to be proportionate to the objective pursued. In order to determine whether the applicant falls within the exclusion in question and must accordingly be refused the grant of the basic provision benefits, the German authorities are required to examine the applicant’s personal situation.

Sessão da tarde: The illusion of life



The 12 basic principles of animation were developed by the 'old men' of Walt Disney Studios, amongst them Frank Thomas and Ollie Johnston, during the 1930s. Of course they weren't old men at the time, but young men who were at the forefront of exciting discoveries that were contributing to the development of a new art form. These principles came as a result of reflection about their practice and through Disney's desire to use animation to express character and personality.

Why Fracking Is the Cause of a Growing Number of Road Fatalities: Increased traffic from industrial vehicles has had a deadly impact on auto safety in areas near drilling sites.

A estimativa nos EUA de viagens de camiões num dos maiores campos de gás (The Johan Gas Fields) é a seguinte:
Na perfuração inicial e o primeiro fraturamento—1,150 viagens.
Para mobilizar a sonda e construir a estrada são necessárias 10 a 45 viagens.
Para a sonda 30 viagens; transporte de materiais 25 a 50 viagens.
Para os equipamentos, cobertura de canos entre 25 a 50 viagens.
Para mobilizar e desmobilizar a sonda, cerca de 15 viagens.
Para o fluido de conclusão entre 10 a 20 viagens
Para os equipamentos 5 viagens
Para os equipamentos de fraturamento, camiões-cisterna e tanques mais de 150 a 200 viagens
A maior, água para perfuramento. Para cada poço, são utilizados cerca de 400 a 600 camiões- cisterna.
Para a areia, entre 20 a 25 camiões
Para retirar a água toxica, são feitas cerca de 200 a 300 viagens.

Coisas que merecem ser lidas - sobre as censuras

The censorship was introduced at a time of economic stagnation. Once money moved, and there was free trade between Ireland and England and the possibility of Ireland entering what was called the Common Market, it seemed that the books would have to come, too. And pressure from the outside world mattered. The country became deeply concerned about its image, and that concern became greater than the need to control what its citizens read. But, for all of us who lived through that change, a change I witnessed again in Spain, in 1975, when the dictator Franco died, it meant that we understood two things.

First, that the urge to riot in a theatre to stop actors being heard, the urge to ban books, the urge to threaten to cut subsidy are almost built into our nature, they lurk always in the shadows, especially in societies where there are divisions and pressures and fears or sudden and uneasy change, but maybe they lurk everywhere.

Second, the need to resist these urges, urges that can be both shadowy and substantial, both threatening and pressing, which weaken and poison the richness and potential of our lives, requires single-mindedness, vigilance, cunning, knowledge that the enemy is within as well as without, an absolute belief in the idea of the glittering mind and the power of the shifting and uncertain image, and a belief in the challenge of the word and the often awkward presence of the new. The doctrine that these things are fundamental to us, to our way of living in the world, to our humanity, means then that we must work, using examples from the past, toward the right for others, as well as ourselves, to be let alone to imagine, to write, to read, to share, and to be heard.

Coisas que é bom saber sobre como se "martelam" os números do desemprego

É um dos dados novos nos últimos anos de escalada na taxa de desemprego. Os chamados inativos disponíveis mas que não procuraram emprego (276,6 mil) e os inativos à procura mas não disponíveis (25,8 mil) representam hoje, conjuntamente, uma importante fatia da população.

São, na maioria dos casos, verdadeiros desempregados, mas que não são assim considerados para efeitos estatísticos uma vez que o critério do INE - que segue a metodologia europeia - impõe que estejam, simultaneamente, disponíveis e que tenham feito algo para encontrar um emprego.

Um desempregado que pretende trabalhar mas que, por alguma razão, não tenha procurado é considerado inativo disponível e não entra na estatística dos desempregados. Em muitos casos, são pessoas que simplesmente desistiram de procurar por achar que não vão conseguir depois de um longo período a tentar. Basta sublinhar que existem cerca de 500 mil desempregados há mais de um ano e há 307 mil que procuram, sem sucesso, há mais de dois anos.

No caso dos inativos que procuraram mas não estão disponíveis são pessoas que até procuraram, mas que não estavam disponíveis para começar imediatamente.

Se estas duas rubricas dos inativos, que o INE destaca nos seus quadros, forem incluídas na população ativa e nos desempregados a taxa real seria de 19,8%.

Há ainda outro grupo de trabalhadores que estão em situação de subemprego, ou seja, têm emprego a tempo parcial, mas gostariam de trabalhar mais horas. Houve uma descida no primeiro trimestre mas são, mesmo assim, 244,9 mil pessoas.

Coisas do DOCUMENTO DE ESTRATÉGIA ORÇAMENTAL 2014-2018

Da justiça mais célere:
Foram extintos cerca de 50% dos processos executivos pendentes nos tribunais, que corresponde a mais de 500.000 processos encerrados

Da consolidação orçamental, quando metade vai para o Banif:
Assim, de forma a cumprir o limite estabelecido de 2,5% do PIB, é necessário concretizar medidas de consolidação orçamental na ordem de 0,8% do PIB, correspondente a aproximadamente 1.400 milhões de euros. (...)

No primeiro trimestre de 2013, o défice das Administrações Públicas em contabilidade nacional registou um aumento de 700 milhões de euros, representando 0,4% do PIB anual, resultado da reclassificação em transferência de capital da operação de injeção de capital na instituição financeira BANIF.

Da consultoria que não vai diminuir mas manter-se aos níveis de 2013: 
Para o ano de 2015, pretende-se que a despesa global com estudos, pareceres, projetos e consultoria, bem como com outros trabalhos especializados seja reduzida para o mínimo registado entre os anos de 2013 e 2014. Por outras palavras, caso a despesa tenha diminuído entre 2013 e 2014, deverá manter-se no nível de 2014 no próximo ano. Caso a despesa tenha aumentado entre 2013 e 2014, o montante gasto em 2015 deverá corresponder ao montante gasto em 2013.

Da Fatura da Sorte:
Os resultados da aplicação deste incentivo complementar para pedir fatura tem superado as estimativas iniciais do Governo, quer em termos de adesão da sociedade civil, quer em termos de combate à economia paralela. De facto, no que respeita aos dois primeiros meses de 2014, verificou-se um crescimento significativo superior a 40% do número de faturas emitidas e comunicadas com NIF, face ao mesmo período de 2013. Simultaneamente, verificou-se também um crescimento de 39% do número de entidades que emitiram e comunicaram faturas à AT, face a 2013, o que corresponde a um aumento expressivo de 176 mil agentes económicos. Este crescimento vem demonstrar que esta medida de incentivo adicional está ser particularmente eficaz no combate à economia paralela, determinando um alargamento significativo da base tributável (número de entidades a emitir fatura) como nunca tinha ocorrido em Portugal.
