[I]n the case of federal workers, only those who win celebrity status from their whistle-blowing - a tiny number - enjoy real protection from reprisal. New legislation, whistle-blower-rights activists say, is needed because previously existing federal law, signed by President George H.W. Bush after being passed unanimously by Congress, has been gutted by judicial activists. A federal circuit court with a monopoly on judicial review has handed down decisions hostile to whistle-blowers in 74 of 75 cases. In the last three years, not a single whistle-blower has won an administrative ruling.
