"Once Drudge had it, it went global and the agreement was basically over," the Ministry of Defence said on Friday.

Os custos da guerra no Iraque para os Estados Unidos

The true cost of war: Next month America will have been in Iraq for five years - longer than it spent in either world war. Daily military operations (not counting, for example, future care of wounded) have already cost more than 12 years in Vietnam, and twice as much as the Korean war. America is spending $16bn a month on running costs alone (ie on top of the regular expenses of the Department of Defence) in Iraq and Afghanistan; that is the entire annual budget of the UN. Large amounts of cash go missing - the well-publicised $8.8bn Development Fund for Iraq under the Coalition Provisional Authority, for example; and the less-publicised millions that fall between the cracks at the Department of Defence, which has failed every official audit of the past 10 years. The defence department's finances, based on an accounting system inaccurate for anything larger than a grocery store, are so inadequate, in fact, that often it is impossible to know exactly how much is being spent, or on what.

This is on top of misleading information: in January 2007 the administration estimated that the much-vaunted surge would cost $5.6bn. But this was only for combat troops, for four months - they didn't mention the 15,000-28,000 support troops who would also have to be paid for. Neither do official numbers count the cost of death payments, or caring for the wounded - even though the current ratio of wounded to dead, seven to one, is the highest in US history. Again, the Department of Defence is being secretive and misleading: official casualty records list only those wounded in combat. [...]
The figure of $3 trillion includes what it will cost to pay death benefits, and to care for some of the worst-injured soldiers that army surgeons have ever seen, for the next 50 years.

By way of context, Stiglitz and Bilmes list what even one of these trillions could have paid for: 8 million housing units, or 15 million public school teachers, or healthcare for 530 million children for a year, or scholarships to university for 43 million students. Three trillion could have fixed America's social security problem for half a century. America, says Stiglitz, is currently spending $5bn a year in Africa, and worrying about being outflanked by China there: "Five billion is roughly 10 days' fighting, so you get a new metric of thinking about everything."

"Intellectual property" is a silly euphemism
: If we're going to achieve a lasting peace in the knowledge wars, it's time to set property aside, time to start recognising that knowledge - valuable, precious, expensive knowledge - isn't owned. Can't be owned. The state should regulate our relative interests in the ephemeral realm of thought, but that regulation must be about knowledge, not a clumsy remake of the property system.

A. H. é Hitler?


Did Adolf Hitler draw Disney characters? The director of a Norwegian museum claimed yesterday to have discovered cartoons drawn by Adolf Hitler during the Second World War.

William Hakvaag, the director of a war museum in northern Norway, said he found the drawings hidden in a painting signed "A. Hitler" that he bought at an auction in Germany.

He found coloured cartoons of the characters Bashful and Doc from the 1937 Disney film Snow White and the Seven Dwarfs, which were signed A.H., and an unsigned sketch of Pinocchio as he appeared in the 1940 Disney film.

Hitler tried to make a living as an artist before his rise to power. While there was no independen confirmation yesterday that the drawings were the work of the Nazi leader, Hitler is known to have owned a copy of Snow White, the classic animated adaptation of a German fairy tale, and to have viewed it in his private cinema.

Campanha contra cancro do colo do útero chega a quatro milhões de pessoas via SMS: Cerca de quatro milhões de pessoas vão receber um SMS a alertar para a importância da prevenção do cancro do colo do útero. A campanha, que começa amanhã, insere-se numa iniciativa da Liga Portuguesa Contra o Cancro em parceria com uma operadora de telemóveis [a TMN].

Uma questão: se a TMN tem mais de seis milhões de clientes, porque razão esta campanha só chega a quatro milhões?

France's favourite encyclopaedia falls victim to Wikipedia: The 2008 edition of Quid, France's favourite encyclopaedia, has been cancelled by its publisher for lack of interest. The annual sales of the 2,000-page tome, which reached more than 400,000 in the mid-1990s, collapsed to just over 100,000 last year.

The book's publisher, Robert Laffont, says the whole concept of the print encyclopedia can no longer compete with the free information available on the internet.

Nationally, the cultivation of GM maize occupies thereby 3.6 per cent of the total maize area and has tripled in comparison to the previous year. Upon examination, no neighbouring fields were found to contain a GMO content greater than 0.9 per cent. [...]
Officials also polled farmers on their reasons for using GM maize. 86 per cent of farmers cited the reduction in the application of insecticide, 69 per cent cited better yields and, again, 86 per cent cited the higher quality of harvested products.

Sobre o spam, um comentário Certamente!

O nível de "imbecilidade" que grassa no spam não é nada de novo.

Salvo melhor opinião, como dizem os advogados :), é bom atender ao seguinte:
1) O "abrigo do DL 67/98 de 26 de Out." não serve para nada porque esse decreto-lei 67/98 é de 18 de Março desse ano, é do Ministério da Agricultura e "o disposto nos artigos 10º e 11º" diz o seguinte:

Artigo 10º - Defesa da saúde pública
1 - Sem prejuízo da aplicação das sanções previstas nos artigos anteriores, quando a violação das regras de higiene for susceptível de comprometer a segurança ou a salubridade dos géneros alimentícios, as autoridades competentes devem tomar as medidas adequadas para fazer cessar tal ilicitude, podendo determinar a retirada ou destruição dos géneros alimentícios ou o encerramento da totalidade ou de parte da empresa por um período determinado.

2 - Na determinação do risco para a segurança ou a salubridade dos géneros alimentícios deve ser tido em conta a natureza do género alimentício, a forma como foi manipulado e acondicionado e toda e qualquer outra operação a que tenha sido submetido antes da sua entrega ao consumidor, bem como as condições em que o mesmo é exposto ou está armazenado.

3 - Sempre que a conduta do agente seja susceptível de qualificação criminosa, a autoridade sanitária deverá comunicar os factos ao Ministério Público.

Artigo 11º - Admoestação
Quando a reduzida gravidade da infracção e de culpa do agente o justifiquem, pode a entidade competente para a aplicação da coima limitar-se a proferir uma admoestação escrita.


Com esta lei, apenas a salubridade da actuação dos spammers pode estar em causa: cheiram mal. Mas há mais...

2) O envio de um mail para remover o endereço de email é óptimo para as listas de spam validarem que aquele endereço está activo;

3) Diz o Paulo: "É evidente que eu não vou proceder à remoção do meu endereço de uma lista onde o meu endereço foi enfiado à força e sem o meu consentimento".

4) O problema é o que diz a legislação sobre "Comunicações não solicitadas", ou seja, o spam, esclarecido no Decreto-Lei n.º 7/2004, de 7 de Janeiro, arrumada e ajustada (mal, quanto a mim, em diversos aspectos) a partir da directiva comunitária sobre o comércio electrónico:

1 - O envio de mensagens para fins de marketing directo, cuja recepção seja independente de intervenção do destinatário, nomeadamente por via de aparelhos de chamada automática, aparelhos de telecópia ou por correio electrónico, carece de consentimento prévio do destinatário.

2 - Exceptuam-se as mensagens enviadas a pessoas colectivas, ficando, no entanto, aberto aos destinatários o recurso ao sistema de opção negativa.

3 - É também permitido ao fornecedor de um produto ou serviço, no que respeita aos mesmos ou a produtos ou serviços análogos, enviar publicidade não solicitada aos clientes com quem celebrou anteriormente transacções, se ao cliente tiver sido explicitamente oferecida a possibilidade de o recusar por ocasião da transacção realizada e se não implicar para o destinatário dispêndio adicional ao custo do serviço de telecomunicações.

4 - Nos casos previstos nos números anteriores, o destinatário deve ter acesso a meios que lhe permitam a qualquer momento recusar, sem ónus e independentemente de justa causa, o envio dessa publicidade para futuro.

5 - É proibido o envio de correio electrónico para fins de marketing directo, ocultando ou dissimulando a identidade da pessoa em nome de quem é efectuada a comunicação.

6 - Cada comunicação não solicitada deve indicar um endereço e um meio técnico electrónico, de fácil identificação e utilização, que permita ao destinatário do serviço recusar futuras comunicações.

7 - Às entidades que promovam o envio de comunicações publicitárias não solicitadas cuja recepção seja independente da intervenção do destinatário cabe manter, por si ou por organismos que as representem, uma lista actualizada de pessoas que manifestaram o desejo de não receber aquele tipo de comunicações.

8 - É proibido o envio de comunicações publicitárias por via electrónica às pessoas constantes das listas prescritas no número anterior.


Confusos? Claro, apesar de alguns esclarecimentos no ponto 2.3.4. deste documento sobre COMUNICAÇÕES PUBLICITÁRIAS EM REDE E MARKETING DIRECTO.

O que é admirável, já o disse antes, é que quando estes diplomas estão a ser negociados na Comissão Europeia e em Portugal, ninguém se queixa. Quando lhes toca à porta, directamente, admiram-se!

A proposta comunitária é de 2000, a transposição para a lei nacional é de 2004, e várias questões como o spam estão inseridas numa lei sobre comércio electrónico.
Em 2008 andamos a conversar sobre o quê? "Opt in" ou "opt out"? Ah, ah (desculpas pelo sarcasmo...)

It was in that darkest hour that Hetherington took the picture that moved the world. A young soldier, leaning against the earth wall, his helmet off, arms smeared with dirt. He wipes the sweat off his brow, looking directly into the camera, his eyes foggy, his mouth ajar, part shocked, part weary, part desperate. He is wearing a large ring on his left hand.

The image is dark, blurry, lacking contrast. Some have criticized that now, arguing that a photo like that "was not appropriate to win," says Hetherington. But the shot captures the moment perfectly, and it works on two levels: It gives the viewer the sense of what happened then and there, and at the same time it has timeless, symbolic meaning.

Primeiro de Janeiro desiste de processo contra jornalistas: O jornal O Primeiro de Janeiro, do Porto, desistiu da queixa no processo de difamação que tinha apresentado contra três jornalistas por alegada difamação, disse hoje à Lusa uma fonte judicial. [...]
Os três jornalistas eram acusados, pelo jornal, de difamação e ofensa a pessoa colectiva, estando em causa o que aqueles profissionais escreveram no blogue http://diariodeumjornalista.blogspot.com, em Abril de 2004.

Decreto-Lei que aprova a organização e o funcionamento da Comissão da Carteira Profissional de Jornalista e regulamenta o sistema de acreditação e o regime de deveres e incompatibilidades profissionais dos jornalistas

Este Decreto-Lei vem estabelecer a organização e o funcionamento da Comissão da Carteira Profissional de Jornalista (CCPJ) e regulamentar o sistema de acreditação e o regime de deveres e incompatibilidades profissionais dos jornalistas.

A CCPJ é composta por nove membros, oito dos quais jornalistas, designados igualitariamente pelos seus pares e pelos operadores do sector de entre os que possuam pelo menos 10 anos de experiência profissional, sendo o último elemento um jurista de reconhecido mérito por eles cooptado, que preside.

A CCPJ tem como atribuições proceder à acreditação profissional dos jornalistas, garantir a aplicação do regime de incompatibilidades e assegurar o funcionamento do regime disciplinar profissional.

Qualidade e fa(n)queiros

Se um jornal vende o dobro por oferecer um DVD, não vale afinal ele próprio metade do que aparenta? É claro que quando leio o “El Pais”, o “Le Fígaro”, o “The Guardian”, reconheço-lhes uma consistência global, e uma ligação a um tipo de informação privilegiada, que lhes apara o golpe diário de um preço a pagar.
Mas acho que o meio a que ainda sinto que pertenço não percebeu o beco onde está metido E como tem de aprender a voar para sair dele.

Muito bem. Sendo assim, como diz o anónimo supra, vou ver se necessitam os meus serviços noutro lugar. Aqui está feito o trabalho: pus «toda a gente a falar da carta» e quase ninguém a falar do «pior PM dos últimos 50 anos», como refere o acima de supra(aí até estaremos de acordo, exceptuado a curta passagem do Almirante Pinheiro de Azevedo).
Antes de partir, só uma questão a JPMenezes: uma vez que ninguém o fez, sempre vai (como admitiu há várias luas), expor todo este caso ao Conselho Deontológico?

Another disturbing aspect of the changes taking place is that accuracy no longer seems to be important as it was. About 94 per cent said that accuracy was important when they started their jobs – but the figure is dropping, The expectation that journalists should “serve the public”, as well as providing “credibility” is also falling, many felt. Making a profit and attracting a big audience is now regarded as more important to many news companies.

The Perfect Storm Hits Newspapers: So now we see the beginning of the end for print newspapers. The tipping point has been passed. The economics of publishing has taken its toll.

The simple fact is that dropping circulation and ad revenue has led to the logical conclusion that publishing a print edition, where 50 percent of the cost is paper alone, is not sustainable.

O Expresso emitiu dois comunicados, um da Direcção e outro com as conclusões do Conselho de Redacção.
No primeiro, onde se pode ler a interacção do director do Expresso com comentadores anónimos, divulga-se o texto da crítica [?].
Fiquei só com uma dúvida: a publicação online do texto obriga ao pagamento do trabalho à senhora, ou não?
